As the Project Director for the New Mexico Statewide Immunization Information System, I was responsible for the implementation of New Mexico’s joint agency effort to adopt, modify and implement the Wisconsin immunization registry application.  While serving as project director, the project team acquired CMS funding, developed an RFP, awarded the contract for the implementation and placed the application into production in late 2005.

As the CTO of a software development company, I was responsible for the strategic direction and implementation of the company’s products and services.  As an officer of the company, I was intimately involved with strategic planning, attracting venture capital and the development and management of the company’s products and services.  Our products and services were designed to support the supply chain and supply chain management between the manufacturer and the retailer.

Career Experience

Bryant & Associates 1986 – Present

As an independent consultant, I’ve had the opportunity to work on projects in a variety of industries.  Some of these projects include:

bullet

eOrderSource, Inc.   As the CTO/COO of a software development startup, I was deeply involved with the strategic planning, organizational development, staffing and daily operation of the business.  In addition, I was heavily involved with the effort to raise the necessary capital to complete software development and launch the product.  This effort was ultimately unsuccessful in that we started our company just as the dot com collapse began in late 2000.

bullet

Saint Joseph’s Hospital – Medical Network of New Mexico.  This was a study designed to identify the best software for the automation of a variety of administrative tasks required to operate a large multi-practice, multi-site clinical medical practice.

bullet

Transitional Hospital Corporation.  This project involved the installation of a Windows NT network and PC workstations for Administrative offices of THC Albuquerque.

bullet

Corporate Records Management System (RMS).  As a management systems consultant, I conducted a feasibility study to determine the organizational, operational, technical and economic feasibility of re-engineering the corporate records management function and replacing the existing records management system.

bullet

Treasury Management Information System (TIMS).  As the project manager for this project, I was responsible for the acquisition and installation of the hardware, systems software and applications software required to automate the Treasury office of a large public utility.  The project was budgeted at over 1 million dollars with a two-year implementation timeline.  The project was completed on schedule and within budget.

Public Service Company of New Mexico 1975 –1986

As an employee, I started as a computer programmer and made continuous promotions up through the ranks of programming, systems analysis, project leader, internal project management consultant and corporate project manager.  In my role as a technical resource, I was involved with a wide variety of electric and gas application systems.  As an internal consultant, I wrote the corporate policy for Project Management on Corporate non-construction projects and developed the program to implement the policy throughout the corporation.  This included the development of a project management guideline manual and project management-training program for over 300 PNM managers and project team members.

Controls for Environmental Pollution 1973 – 1975

As the supervisor of the Nuclear Measurement department, I was responsible for the operation, maintenance and programming for all nuclear measurement and laboratory computer equipment.  The laboratory did environmental testing of samples collected around various nuclear plants.
